Taylor P. Brooks was a Herbert Scoville Jr. peace fellow in the Nuclear Policy Program at the Carnegie Endowment for International Peace. As an attorney, Brooks specializes in national and international security law, with a primary focus on the application of international law to space, cyberspace, and telecommunications technologies. He previously worked for the National Strategic Research Institute (NSRI), a U.S. Strategic Command University Affiliated Research Center partnered with the University of Nebraska. At the NSRI, he concentrated on a variety of legal issues surrounding the use of domestic law, transnational criminal law, and the law of armed conflict to address the growing threat of hostile cyber activities to international peace and national security.
